How the local pack actually works in 2026

The three-pack is still the most valuable piece of real estate in local search. Here is the model we use to reason about it, including what AI Overviews changed and what they didn't.

The local pack is not a single ranking system. It is the visible output of at least three overlapping signals that Google blends differently depending on query intent, device, and which UI variant is currently being served. Understanding which of the three is dominant for your specific query is more useful than chasing a generic checklist.

Signal one is the entity graph. Google resolves your business to an entity, ties it to a category tree, and then matches against the searcher's intent. If your GBP primary category does not match the implicit intent — a service-area business listed as a storefront, a multi-service operator with the wrong primary — the other two signals can't compensate.

Signal two is proximity. It is still dominant on mobile and for ambiguous queries, which is why competitors a block closer will often outrank a better-optimized business with fewer miles of reach. The counter-play is to split your service area into realistic ZIP-anchored pages on your site and to run behavioral-intent campaigns that Google sees as building relevance within specific neighborhoods.

Signal three is trust. Review velocity, review text quality, Q&A completeness, photo freshness, and — increasingly — the presence of your brand in adjacent answer engines (ChatGPT, Perplexity) all feed this. The reason AI citations started mattering to the local pack in 2025 was not the AI traffic itself; it was the positive feedback loop of third-party mention signals that Google weights.

AI Overviews changed the above less than most agencies claimed. They compress the visible result set and punish thin pages harder, but the underlying pack-inclusion math is the same. What did change is that your brand's representation in the broader answer-engine ecosystem now flows back into your local-pack trust score.
